1. The rule (non-negotiable)
A foreign halal certificate (material or product) is acceptable as evidence only if the issuing body is on BPJPH’s live LHLN list at the time of audit. Never rely on the body’s own claim, on marketing material, or on last year’s list — recognition can be added, suspended, or expire.
Live lookup: bpjph.halal.go.id → Data Publik → Lembaga Halal Luar Negeri (filter by country), or the Data LHLN search page.
2. Dated events
| Date | Event | Bodies | Source |
|---|---|---|---|
| 27 Feb 2026 | Recognition Agreement (RA) signed at BPJPH | China Halal Certification Shanghai Co., Ltd. (CN) · Shenzhen One Gate Halal Centre (CN) · Halal Development Institute of the Philippines, Inc. (PH) · Aseguramiento Halal, S.A. de C.V. (MX) | BPJPH news · Antara EN |
| Sep 2024 | Mutual recognition certificates issued to 3 Japanese bodies | (Japan) | JETRO |
| 2023 | MRA batch at “H-20” event | 37 overseas halal institutions | BPJPH |
Appearing in the dated list is one thing; what recognition actually changes in a file is another.
3. What “recognition” means operationally 🔎
- A Recognition Agreement (RA) / MRA signals that certificates from that body are candidates for acceptance in Indonesian files. Operational acceptance still depends on the live list, the certificate’s scope, and SIHALAL handling for the specific material — confirm per file.
- Before accepting a certificate, verify all of: issuer on live list → certificate scope covers the exact supplier name + address + product → validity covers the audit date.
- For China (new since Feb 2026): certificates from the two recognized Chinese bodies may become usable for Indonesian certification — this changes the earlier advice that no Chinese HCB was acceptable. Keep this dated row visible so older notes don’t mislead.
4. What is NOT recognition
- Chinese 清真 (qingzhen) certificates (China Islamic Association / local associations) — a domestic Chinese scheme, not recognized for BPJPH.
- Halal certificates of any body claiming recognition without appearing on the live list.
- Country-of-origin government halal approvals that are not BPJPH-recognized LHLN entries.
5. Using the tracker in a file
- At desk review: collect every claimed halal certificate → check issuer against live list → log result in the file (date checked, URL/page).
- At on-site audit: re-check on the audit date; record verification in the report (Guide 04 §4).
- At surveillance: re-check (recognition can lapse) — see Guide 05 §5.
- Log every check in the material register evidence column.
