This page is the usage guide: when the letter is valid evidence, what each declaration means, and how to verify it.
Related: criterion 2 §2 (evidence decision tree) · science: animal-origin chemistry · science: unit operations
1. Role in the evidence hierarchy (read this first)
The animal-free statement is L3 evidence in the decision tree:
L1 halal certificate (recognized HCB) → L2 cert required (critical process/animal)
→ L3 flowchart + animal-free statement
→ L4 replacement
It is valid only for materials that are genuinely non-animal and physically/mechanically processed (class A/B unit operations — see unit-operations primer). It can never clear:
- animal-derived materials (gelatin, lard/tallow derivatives, whey/casein, rennet, meat/bone extracts, animal enzymes, HAP…);
- fermentation/microbial-route materials (flavors, dyes, enzymes — growth media risk).
For those, only a certificate or replacement works — no letter changes that (the science: molecules do not reveal their source, primer 01).
China doc shortcut (own practice, 2026): if the supplier provides CoA / TDS / MSDS / regulatory data sheet (RDS) that explicitly states “free of animal origin or derivatives,” the separate statement letter is not needed. If only the letter can be obtained (no flowchart, no CoA wording), the letter may be accepted with corroboration — normally a porcine DNA/protein lab test (see detection primer).
2. What the template declares (bilingual)
| # | Declaration (中文 → EN meaning) | What it covers |
|---|---|---|
Formula contains no animal-derived ingredients (fat, protein, gelatin, bone powder, dairy, egg, derivatives) |
No animal-derived auxiliary materials, additives or processing aids at any stage |
Facility and equipment free of animal contact; no cross-contamination risk |
No animal-derived vaccines, serum, culture media, or other raw/auxiliary inputs |
| 5 | 不涉及 BSE/TSE 及其他动物疫病传播风险 | No BSE/TSE or other animal-borne disease risk |
3. Auditor verification points
- Scope discipline: product name and batch/model match the material in the register and the invoice — a generic letter without product/batch scope is weak.
- Completeness of the declaration: “no pork” is not “no animal” — the template correctly covers all animal origin. Reject letters that only exclude porcine when the risk is any animal.
- Stages covered: declarations 2–3 should cover production, processing, packaging, storage and transport — letters limited to “the recipe” miss processing aids and cross-contact.
- Facility/equipment clause (declaration 3) — this is what lets you connect the letter to criterion 3 facility checks.
- Culture media line (declaration 4) — relevant for fermentation-route materials; note that for those, the letter still does not replace the certificate (§1).
- Formal validity: official seal (公章) + named authorized representative + position + date. Unsealed/undated letters are not documentary evidence in China practice.
- Corroboration per risk: simple physical-process material → letter (+ flowchart if available); anything else → escalate (lab test or certificate).
4. Typical deficiencies seen in supplier letters
- Generic text, no product name/batch scope.
- Only states “no pork” (猪源) instead of no animal origin at all.
- Covers the recipe only — silent on processing aids, media, packaging, storage.
- No seal, no named signatory, no date.
- Supplier offers the letter instead of a required certificate for an animal-derived or fermentation material — reject per §1.
5. When to hand this template to a client
- The client’s material supplier refuses a flowchart or certificate (common with Chinese suppliers) — send this letter to formalize the minimum statement, then apply the corroboration rule (§1).
- Remember the conversation: the letter is start-of-evidence, not end-of-question. Where the decision tree says certificate, no letter changes it.
