Core question: does the company watch itself? Internal audit at least once a year, a management review that answers all 5 criteria, corrective actions closed, and the SJPH kept current after certification.

1. Purpose

The SJPH must be self-correcting. Criterion 5 verifies the monitoring loop — and because the certificate obliges the holder to keep this loop running, it is also the standing duty that surveillance checks (see Guide 05).

2. Internal audit (audit internal)

Frequency ≥1×/year; clients planning every 6 months is acceptable and encouraged.

3. Management review (kaji ulang manajemen)

RequirementEvidence
Conducted at least once per yearminutes/report with date
Reviews SJPH implementation with top managementattendance (management present)
Answers all 5 criteria from internal-audit findings5-row review report (template) — the review is the company’s response to what the halal supervisor found
Produces decisions with owners and deadlinesaction list

The review is only as good as the loop that follows it — findings must become tracked corrective actions with owners and deadlines.

4. Corrective actions, complaints, standing duties

  • CAPA register (template): each NC → root cause → action → owner → deadline → verification of effectiveness.
  • Halal complaints handled and recorded separately from general complaints.
  • Post-certification standing duties (Guide 05 §2): maintain SJPH; report material/process/product changes before use (link criterion 2 §5); monitor material-certificate validity with an expiry radar; plan renewal ahead (validity typically 4 years 🔎).

5. Typical non-conformities (China files)

  1. Internal audit and management review planned but never executed (first cycle usually gated on supervisor competency — still an NC until done).
  2. Training/socialization NCs recur in management review without assigned owners.
  3. Material changes (new supplier brands) found during audit but never reported — change-management gap.
  4. No CAPA register; findings “closed” verbally.
  5. Review doesn’t actually answer each of the 5 criteria (the form does; meeting minutes often don’t).

6. Auditor checklist (quick)

  • Internal audit ≥1×/yr, covering all 5 criteria, independent persons, records kept?
  • Management review ≥1×/yr, input = IA findings per criterion, output = actions with owners?
  • CAPA register with owners/deadlines/verification? complaints handled?
  • Standing duties: change reporting, material-cert expiry radar, renewal planning?
